Silverado: New 450-Room Hotel-Casino Near Las Vegas Strip

A local developer is planning a new hotel-casino several miles south of the Las Vegas Strip. Ochoa Development Corporation has filed plans with Clark County for a project known by the placeholder name Silverado. The proposal covers a 13.5-acre site at the northwest corner of Las Vegas Boulevard South and Richmar Avenue in Enterprise, near South Point. Clark County commissioners are scheduled to consider the application Sept. 2. Construction cannot begin until the project receives approval.

Two-Phase Project Will Bring 450 Rooms to Site

County records describe a two-phase development totaling roughly 404,000 square feet. The first phase includes a six-story hotel with 300 rooms, a casino floor, restaurants and bars, entertainment space, conference facilities, and a five-story parking garage. Phase two would add a second six-story tower with 150 rooms, bringing the resort to 450 rooms total. The design team includes architecture firm Gensler and Yihong Liu + Associates. Ochoa's application also seeks two waivers of development standards tied to driveway dimensions on Richmar Avenue and Las Vegas Boulevard, addressing traffic flow at the site.

Developer Touts Investment and Job Creation for Area

Michael Ochoa could not be reached for comment on the filing. Land-use consultant Lucy Stewart, representing the developer, told the county in a letter that the project marks a "substantial long-term investment" along that stretch of Las Vegas Boulevard. She said it would contribute to the "continued evolution and revitalization" of the area. The site sits about five miles south of the Strip and across from a demolished condominium complex now planned for housing. Developers estimate the project would create roughly 1,000 temporary construction jobs and 750 permanent operational positions if approved.

Nevada Gaming License Rules Add Hurdles for Project

Nevada law imposes strict requirements for new gaming licenses in Clark County. To qualify, a nonrestricted gaming license must be tied to a full resort with more than 200 rooms, a bar seating at least 30 patrons and a 24-hour restaurant seating more than 60. Silverado would sit near South Point, the more-than-2,100-room resort that has operated in the area since 2005. A Sept. 2 zoning commission vote would clear one hurdle, but it would not guarantee the project moves forward.

Other announced Las Vegas-area casino projects have stalled or failed to materialize after receiving initial approvals.
