Casinos, Unions and Tribes Unite Against Prediction Markets at G2E

Casino operators, labor unions and tribal nations are joining forces against prediction markets at G2E 2026. The Global Gaming Expo opened Monday at the Venetian Expo in Las Vegas. Organizers added a Tuesday main-stage session titled "A United Front: Confronting Prediction Markets Together."

"In the midst of prediction markets' brazen encroachment, our panel of leaders will showcase the strength of our unity," American Gaming Association President and CEO Bill Miller said when G2E announced the session last week. The show runs through Oct. 1 and is expected to draw more than 25,000 attendees.

Unions and Tribal Leaders Warn of Prediction Market Threat at G2E

Miller will moderate Tuesday's 1 p.m. session, featuring UNITE HERE President Gwen Mills, Mashantucket Pequot Tribal Nation Chairman Rodney Butler and Rep. Steven Horsford (D-Nev.).

Mills described the effort as a campaign "to end illegal prediction market gambling." She added that casino workers' livelihoods are at risk nationwide. Monday's opening session focused on tribal concerns and featured Miller alongside Indian Gaming Association Chairman David Bean and California Nations Indian Gaming Association Chairman James Siva.

Victor Rocha, conference chair for the Indian Gaming Association, set the tone ahead of the expo. "Prediction markets are an existential threat to tribal gaming and tribal sovereignty," Rocha said. He added that the fight demands a unified response.

Bipartisan Bills Would Bar Sports and Casino-Style Contracts

Horsford is the lead sponsor of H.R. 9856, the Prediction Markets Are Gambling Act. The bill was introduced July 22 and referred to the House Agriculture Committee. It would amend the federal Commodity Exchange Act to bar certain event contracts involving sports and casino-style games.

Rep. Mark Amodei (R-Nev.) is co-sponsoring the bill, giving it bipartisan support. The Senate version, S. 4160, came first. Sens. Adam Schiff (D-Calif.) and John Curtis (R-Utah) introduced it on March 23, with Sen. Catherine Cortez Masto (D-Nev.) as a co-sponsor. That bill was referred to the Senate Agriculture Committee. "Prediction markets are gambling dressed up as innovation," Horsford said. He argued that the platforms threaten Nevada's hospitality jobs. Both bills remain in committee.

Kalshi Fights Nevada Penalty as Court Battles Spread Across States

Nevada regulators, meanwhile, are pursuing prediction market operator Kalshi in state court. The Nevada Gaming Control Board told a judge that Kalshi failed to properly block event contract trading in the state and asked for a $120,000 daily penalty.

Kalshi is not exhibiting at G2E, but its business model is expected to come up throughout the show. The company argues that federal law places its markets under the exclusive oversight of the Commodity Futures Trading Commission. A federal judge in Minnesota sided with that view and blocked the state's prediction market ban. The ruling noted, however, that some contracts could still face challenges.

Litigation over whether states or the CFTC should regulate these markets continues in several states.
