The Star Sydney Licence Suspension Extended as Regulatory Oversight Continues

The Star Sydney will remain under independent management into 2027 after New South Wales regulators decided the casino is not yet ready to regain control of its own licence.

The NSW Independent Casino Commission requested an extension of manager Nick Weeks’ appointment, which has now been extended until 30 June 2027.

Weeks continues to hold the casino licence on behalf of The Star, allowing gaming operations to continue while the company’s own licence remains suspended.

Regulator Says Progress Has Been Made

The Star Sydney lost control of its casino licence in October 2022 following the first Bell Review, which identified serious failures in governance, anti-money laundering controls and regulatory compliance.

Since then, the property has continued operating under an independent manager while The Star works through a large remediation programme.

NICC Chief Commissioner Philip Crawford acknowledged the progress made so far but said important questions remain.

There is no doubt that The Star has come a long way in addressing the matters which led to the suspension of its casino licence in 2022.

However, Crawford said regulators still need confidence in The Star’s progress around governance, leadership and organisational culture before the company can return to operating under its own licence.

Long Road Back to Suitability

The latest extension means The Star will have spent more than four years operating under external supervision if Weeks remains in place until June 2027.

Regulators are examining whether the company has developed adequate anti-money laundering controls, know-your-customer systems, responsible gambling measures and governance structures.

The Star has also faced further regulatory action during its remediation period.

In June 2026, the NICC imposed A$10 million in fines and required an additional A$5 million investment in compliance technology following historical financial crime control failures. Casino.com previously reported on The Star Sydney’s A$10 million regulatory penalty.

Financial Pressure Adds to the Challenge

The regulatory uncertainty comes while The Star is also attempting to stabilise its finances.

The group reported a A$307.3 million statutory net loss for FY2026, although that represented an improvement from the A$427.9 million loss recorded the previous year.

What Happens Next?

The extension does not mean The Star has permanently lost its Sydney licence.

Instead, the casino remains open while the NICC continues to assess whether the operator has addressed the problems highlighted in the two Bell inquiries.

The regulator has repeatedly indicated that restoring suitability will depend on sustained improvements rather than short-term compliance changes.

For The Star, that means the next nine months will be critical. The company must continue demonstrating that its governance, compliance systems and financial position are strong enough to support a return to normal licence control.
