Happy Valley Casino Shockingly Posts Worst Month Since Launch

Key Takeaways
- The casino’s all-time best month came right after its launch in April
- Pennsylvania’s gaming report showed that Happy Valley was 73.3% behind the second-worst performer
- Expectations were for the casino to generate a monthly revenue average of $5.5 million in 2027
Pennsylvania’s newest casino, just like its neighboring Penn State football team, is struggling to find its footing.
Happy Valley Casino opened its doors to customers in April. But despite changing leadership after an underwhelming start, the property is still hurting for local support.
September was the casino’s worst month yet, heavily bringing into question its future at Nittany Mall, just three miles east of Penn State’s Happy Valley main campus.
Happy Valley Casino disappoints
Happy Valley Casino is a Category 4 mini-casino. Its license allows it to operate 300-750 slot machines with an allowance of 30 table games for a $2.5 million fee.
The Pennsylvania Gaming Control Board (PGCB) confirmed the property’s forgettable recent performance in its September revenue report, shared earlier this week. According to their numbers, Happy Valley only generated just over $2 million in gross gaming revenue during the period.
$1.6 million of the revenue was generated from slot machines, and another $423,434 from table games. The aggregate total ranked dead last of all 18 licensed casinos and mini-casinos in the Quaker State.
That’s especially troubling, seeing as an increase in foot traffic was expected to coincide with the beginning of the college football season. The Nittany Lions kicked off their campaign at home against Marshall on Sept. 5 in what became a 45-0 win, leading to a three-game winning streak. Two of those games were at home in 106,000-capacity Beaver Stadium.
However, the four-game losing streak that followed for the football team is much more akin to the struggles faced by the nearby casino.
Optimism despite failure?
Happy Valley Casino is still new to the industry and has time to grow — but it faces an uphill battle.
According to the PGCB’s revenue report, the next-lowest revenue total was generated by Parx Casino Shippensburg. That property’s $3.5 million total was still 73.3% higher than Happy Valley’s final amount.
The distance between those two facilities and the next-worst finisher, Hollywood Casino York, was even more pronounced. That location’s $10.6 million figure beat Happy Valley by nearly 5.2x.
“As we continue to establish a strong foundation for Happy Valley Casino, our focus remains on building consistent, sustainable performance by listening to our guests and adapting to their needs,” Peter Longi, Happy Valley Casino general manager, wrote in an email to StateCollege.com. “We’ve also introduced Wednesday Music Bingo and have been encouraged by the response, with attendance doubling week over week.”
Happy Valley’s all-time high still stems from its first full month of operation in May, when it finished with $3.6 million in revenue. It has not crossed the $2.5 million threshold since.
A third-party impact analysis commissioned by College Township projected that gaming revenue potential would reach $66.1 million during the first full year of operations in 2027. To achieve that mark, the facility would need to average $5.5 million in revenue per month — a figure 2.7x larger than the total it produced in September.
