Key Takeaways

  • October GGR fell 10% to MOP21.68 billion, the fifth straight decline.
  • Same-day visitors drove growth while overnight arrivals stayed flat.
  • Casinos need MOP27.2 billion in two months to hit target.

Macau is drawing more visitors than ever, yet its casinos are earning less than a year ago. Gross gaming revenue (GGR) fell 10% year over year in October to MOP21.68 billion, according to the Gaming Inspection and Coordination Bureau (DICJ). That marked the fifth straight monthly decline.

The drop came even as China's National Day Golden Week produced a record single-day crowd. Across the first nine months of 2026, visitor arrivals rose 8.5% to 32.18 million. The widening gap has slowed year-to-date revenue growth to just 1.6%. Officials are expected to unveil their 2027 GGR forecast on November 16.

Record Golden Week Day Fails to Stop October Revenue Slide

October GGR came in about MOP2.4 billion below the MOP24.09 billion recorded a year earlier. The slide contrasts with a strong start to 2026, when revenue grew year over year in each of the first five months. On a monthly basis, revenue still rose 20% from September's MOP18.06 billion, the lowest total this year.

Golden Week drew 1,142,974 visitor arrivals from October 1 to 7. Arrivals on October 4 reached 210,276, a single-day record for the holiday. However, this year's holiday ran one day shorter than in 2025. As a result, total Golden Week arrivals ended roughly level with 2025. CLSA had forecast October GGR of MOP24.1 billion, flat year over year, so the actual result missed by about 10%. CICC took a more cautious view, writing in an October 17 note that it saw "no clear near-term inflection point" for Macau GGR.

Same-Day Visitors Lift Arrivals as Mass-Market Play Softens

The gap between arrivals and revenue partly reflects how people now visit Macau.

Data from the Statistics and Census Service (DSEC) show same-day visitors driving most of that growth. Same-day arrivals climbed 14.5% to 19.78 million through September. Overnight arrivals held broadly steady at 12.40 million.

August set a monthly record of 4.48 million arrivals, yet overnight visitors fell 2.4% year over year. Third-quarter casino data also point to softer mass-market play. Mass baccarat GGR fell 7.9% year over year to MOP33.61 billion. VIP baccarat revenue stayed broadly flat. Slot revenue, by contrast, rose 18.8%.

The Macao Government Tourism Office (MGTO) said 2026 arrivals could exceed 41 million. Officials are now promoting longer stays and higher per-visitor spending to help close the gap.

Year-to-Date Growth Slows as MOP236 Billion Target Nears

GGR for January through October reached MOP208.80 billion, up just 1.6% year over year. In the spring, year-to-date growth had been running above 10%. The government's 2026 budget assumes full-year GGR of MOP236 billion. To reach it, casinos need about MOP27.2 billion across November and December, or roughly MOP13.6 billion a month, well below any monthly total so far this year.

That low bar reflects the budget's stated reliance on "the principle of fiscal prudence." Caution matters because gaming taxes remain central to Macau's public finances. Chief Executive Sam Hou Fai said in October that the government had no plans to change the target.

The slowdown reaches beyond casinos, with preliminary DSEC data showing Macau's GDP grew just 0.1% year over year in the third quarter. Sam is scheduled to deliver his 2027 Policy Address on November 16. The address is expected to include the government's 2027 GGR forecast.
