Venetian Las Vegas Fined $7.2M Over Bowyer Scandal

The Venetian Resort Las Vegas has agreed to pay a $7.2 million fine to Nevada gaming regulators. That penalty stems from ties to convicted illegal bookmaker Mathew Bowyer. Nevada's Gaming Control Board reached the stipulated settlement last month. Bowyer gambled at the Venetian from 1999 until his ban in 2024. Regulators allege casino staff ignored signs of suspicious activity for years. The Nevada Gaming Commission will consider final approval at its August hearing. This marks the fourth Las Vegas casino operator penalized over Bowyer's illegal betting operation.

Venetian's $7.2M Fine and Bowyer's Casino Visits

Under the agreement, current Venetian operators must pay the $7.2 million penalty. They also must review the resort's anti-money laundering program going forward. A four-count complaint alleges that most violations occurred between 2019 and 2021. Las Vegas Sands Corp. owned the property during that period. Apollo Global Management bought the Venetian and Palazzo in February 2022. The company inherited the fine because it acquired Sands' assets and liabilities.

Gaming agents said Bowyer made roughly 30 trips to the casino during that stretch. He deposited about $22.3 million and lost at least $3.6 million while wagering. A casino host reportedly knew about Bowyer's illegal bookmaking as early as 2019. Investigators said the Venetian failed to verify his source of funds. Venetian CEO Patrick Nichols signed the settlement agreement.

Bowyer's Guilty Plea and Ohtani Scandal Ties

Bowyer ran an illegal sports betting business out of California for years. He took in tens of millions of dollars through unlicensed wagers. Federal prosecutors say he laundered proceeds by gambling at Las Vegas casinos. Regulators allege he also used casino hosts to recruit new bettors. Bowyer pleaded guilty in 2024 to running an illegal gambling business. He also admitted to money laundering and filing a false tax return.

A judge sentenced him in August 2025 to twelve months and one day. He was released early from federal custody in June 2026. Nevada regulators added Bowyer to the state's Black Book. His case gained global attention after ties surfaced to Shohei Ohtani's interpreter.

Ippei Mizuhara stole nearly $17 million from Ohtani to cover gambling debts owed to Bowyer.

Fourth Casino Fined as Nevada Tightens AML Rules

The Venetian becomes the fourth casino operator fined over Bowyer's illegal gambling. Resorts World Las Vegas, MGM Resorts, and Caesars Entertainment settled similar complaints last year. Combined, the four penalties now total $34 million in Nevada gaming fines. Control Board Chairman Mike Dreitzer said the case exposed real compliance gaps. "We heard and saw loud and clear that there were limitations and concerns with AML," Dreitzer said. He added that regulators worked with money laundering experts and casino industry leaders. Nevada revised its anti-money laundering regulations in April following the string of settlements. Dreitzer said the new rules should make a meaningful difference industrywide.
