Cooper also noted the hotel towers "have not received FAA approval and were not considered for approval today." Those permits now move to the commission's Sept. 16 meeting for review.

Bally's Splits Project Into Three Development Phases

Bally's has now split the development into three distinct phases. Phase 1 covers the A's $2 billion ballpark, a 1,500-space parking garage, and a central utility plant. Phase 2 adds the multi-level podium, including a three-level garage with 953 spaces beneath a retail and dining plaza. Phase 2 also includes the 2,500-seat theater and roughly 532 temporary surface parking spaces between the podium and theater.

Later phases will bring the casino resort itself, built between the podium and theater, along with additional parking structures. Cooper noted that entitlements attach to the land rather than the developer. That means another company could use them if Bally's does not proceed with construction.

Parking Capacity Set as Ballpark Stays on Schedule
