Key Takeaways

  • Industry invited to propose ways to streamline regulation
  • Commission says consumer protections will remain unchanged
  • Suggestions will help shape future regulatory priorities

The UK Gambling Commission has launched a new initiative. It is inviting gambling operators and other industry stakeholders to identify areas where regulation could be simplified without compromising player protection.

This forms part of the regulator's 2026/27 Business Plan. It shows how there’s a growing focus on compliance requirements to make them proportionate to the risks faced by consumers.

Operators are being encouraged to submit practical proposals. These could cover everything from licence conditions and technical standards to reporting processes and day-to-day interactions with the regulator.

Commission seeks practical ideas

The Commission has opened an online consultation process. Submissions will be accepted until the end of September. Feedback received during the consultation will be reviewed as part of the current business planning cycle.

The initiative will also be discussed at the next Operators Engagement Forum on 2 July. This means licensees also have an opportunity to raise issues directly with the regulator.

Importantly, the Commission has stressed that the exercise is not about weakening regulation. It wants requirements to remain targeted and effective.

"We want to hear from the industry about where regulation can be improved or streamlined without compromising the protections that consumers rightly expect." — Tim Miller, Executive Director for Research and Policy

Tim Miller added that the Commission is looking for "tangible changes" that support innovation. He warned that they still need to ensure regulation is proportionate and focused on keeping gambling fair and safe.

What could change?

No specific reforms have been proposed yet. However, the Commission said suggestions could relate to several areas of the regulatory framework, including:

  • Licence Conditions and Codes of Practice (LCCP)
  • Remote Gambling and Software Technical Standards
  • Regulatory reporting requirements
  • Wider operational processes between operators and the Commission

This gives operators an opportunity to name areas where administrative requirements may have become unnecessarily complex or duplicated over time.

A balancing act for the regulator

The announcement comes as the Gambling Commission continues implementing reforms arising from the Gambling Act Review. Many of these introduced additional compliance obligations for operators over the past two years.

Against this, the regulator appears keen to demonstrate that stronger consumer protection does not necessarily have to mean greater regulatory burden.

For operators, the  consultation offers a good opportunity to influence how future regulation is designed. Many businesses have previously argued that excessive administrative requirements can divert resources away from innovation and investment, provided core consumer safeguards remain intact.

However, the Commission has made clear that any changes must continue to support the three licensing objectives under the Gambling Act 2005:

  1. Preventing gambling from being a source of crime.
  2. Ensuring gambling is conducted fairly and openly.
  3. Protecting children and vulnerable people from harm.

Whether the consultation ultimately leads to meaningful regulatory reform remains to be seen, but it signals a willingness from the Commission to engage more closely with industry as it shapes its future approach.
