The Greenbrier’s last-second move allowed it to become compliant with state regulations, thereby leading to a renewal of its gaming license.

Greenbrier finally receives license extension
The Parkersburg reported that state gaming regulators, part of the West Virginia Lottery, stalled renewing the license due to missing financial documents that weren’t received by the March 20 deadline.
Regulators on June 27 voted not to approve the casino’s license until the appropriate paperwork was provided. Steve Ruby, an attorney representing the Greenbrier, told the Lottery Commission last week that the resort had experienced significant staff turnover in its finance department that had prevented it from submitting the financial statements on time, WV Metro News reported.
That’s now water under the bridge, as the Greenbrier was approved to continue hosting casino options, including slot machines, live-dealer table games, and more.
“I’m glad that we’ve come to a good decision and move forward with this and have no impact on the people of West Virginia that are familiar and take part in the Greenbrier’s activity,” Lottery Commission Chairman Kenneth Greear said.
State-enforced casino regulations require that “historic resort hotels” like the Greenbrier supply the Lottery Commission with audited financial statements before license renewals every five years.
The Greenbrier is also required to pay $25,000 to the Lottery Commission to cover the costs of regulation.

Submitting the documents this week was crucial for the Greenbrier, which was set to lose its license on Wednesday.
The Greenbrier is known for its luxury campus and history, having welcomed more than two dozen presidents during its days. However, the property had also fallen on hard times.
Coal tycoon Jim Justice, now a Republican Senator, purchased the property out of bankruptcy in 2009. Alongside that purchase, Justice led a local referendum that eventually resulted in the Greenbrier being allowed to offer casino attractions.
The casino is now a critical part of the property’s economic funding. Inside, customers are treated to over 160 slot machines, 31 table games, and a FanDuel Sportsbook.
A connection to the property’s rich history is still maintained with a strict dress code.
Despite all of that, the casino is once again facing financial issues. Justice and his family, who still own the casino, are fighting more than $300 million in debt.
The casino was still profitable in 2025, generating $15 million in revenue and $6.9 million in net income.
