Grant Recipients Blocked from Online Betting - AI Image

Key Takeaways

  • Sunbet will not open accounts for customers who declare a SASSA grant or NSFAS funding
  • Sun International cannot access official records, so the rule relies on self-declaration
  • Sunbet income rose 75.9% to R2.1 billion in 2025

South Africa's online betting boom has pushed regulators and retailers to speak out. Now one operator is moving first. Sun International, the country's biggest land-based casino group, launched a responsible gambling charter on 13 October. Its headline rule targets people who live on social grants and student aid. Here is what the charter says, and why it matters.

What Sun International announced

Sunbet will ask new customers where their income comes from. Anyone who declares a social grant or student aid will not get an online account. The grants come from the South African Social Security Agency (SASSA). The student aid comes from the  National Student Financial Aid Scheme (NSFAS).

The rule covers Sunbet, the group's online betting brand. The wider charter also covers its casinos. The group holds about half of the land-based casino market, so its rules carry weight. As a result, responsible gambling will now sit at board level.

The self-declaration problem

Sun International cannot see SASSA or NSFAS records. Therefore, the block depends on honest answers at sign-up. Chief executive Ulrik Bengtsson admits the limits of this approach. He said:

self-declaration is not a perfect solution.

However, he said the approach has worked in other countries. He also said the company is open to talks with government on other ways to protect vulnerable players. Grant and bursary recipients are not legally barred from gambling.

Other measures in the charter

South Africa has no ad watershed for gambling. As a result, the charter's limits are voluntary and go beyond the law. The table shows the main measures.

Measure

Detail

Ad blackout

6am to 8am and 12pm to 6pm

Responsible gambling messages

10% of gaming ad content

Grant and NSFAS recipients

No online account if declared

AI-supported monitoring

From 2027, with human review

Independent audit

Annual, with public reporting

A person will review every AI alert. The system will not act on its own. Existing tools stay in place. They include deposit and loss limits, cooling-off periods and self-exclusion. Bengtsson says they are available in one click from the home page. Advertising will also avoid minors. The group will include responsible gambling in executive evaluations and report its progress every year.

Why the move matters now

The timing is no accident. In February, the National Gambling Board and NSFAS launched a joint campaign. They had warned that students were using financial aid to gamble online. Regulators have also flagged betting among low-income groups. Treasury has also proposed a 20% online gambling tax. Our report on the 390% rise in betting revenue explains the numbers behind it.

Sunbet is also growing fast. Its income rose 75.9% to R2.1 billion in 2025. In the six months to June 2026, it rose another 35.5% to R1.18 billion. Active player days rose 32.3% and first-time depositors rose 17.5%. That growth was well ahead of the wider online market.

 What happens next

The charter is voluntary, so other operators may or may not follow. Treasury will set out its final tax design in the February 2027 Budget. Regulators are also preparing new gambling legislation. Until then, the grant block rests on what customers say about themselves.
