What went wrong with money laundering checks?

The Commission’s published investigation findings reveal weaknesses in both policy design and how staff applied the rules.

Cryptocurrency checks were another weakness. Processes appeared to focus on confirming that assets had been converted into conventional currency through a bank account, without adequately establishing their legitimacy.

Staff also failed to raise customer risk ratings when internal policies required it. In one case, a returning customer lost approximately £200,000 across two visits without adequate photographic identification or recorded income evidence.

Another customer recycled around £85,000 in cash through a venue over approximately 11 weeks. Their risk rating was not increased. Adequate enhanced checks were delayed until losses reached roughly £13,000.

Missed opportunities to protect players

The safer gambling findings were equally concerning.

One customer lost £50,000 without a safer gambling interaction. Another won approximately £260,000, then lost around £250,000 over 12 days, with no interactions recorded.

A customer returning after self-exclusion was not approached until they had lost £25,000.

Sue Young, the Commission’s executive director of operations, warned that these risks were “equally alive in the land-based sector”. The operators must undergo an independent audit to check that their controls work effectively.

What does the settlement mean for Rank?

Rank had already recognised a £5m provision in its 2025/26 accounts. Its confirmation therefore brings no further impact on group profits, and the company says remedial actions have been substantially completed.

For scale, £5m is approximately 6.4% of Rank’s £78.6m annual underlying operating profit. That comparison illustrates the payment’s size; it does not represent a fresh reduction in underlying earnings.

Rank recommended a total annual dividend of 3.5p per share despite the provision. However, it expects digital profitability to fall in 2026/27 as the full-year effect of higher Remote Gaming Duty takes hold.
