The Isle of Man has completed the parliamentary process for a major overhaul of its gambling legislation. The Gambling Legislation (Amendment) Bill passed its final stage in Tynwald. Bill completes final parliamentary stage

The House of Keys approved amendments from the Legislative Council last Wednesday. This brought the legislative process to a close. The bill modernises the legal framework governing gambling businesses operating on the island.

The reforms:

  • Are intended to strengthen statutory controls around employment and economic activity linked to the gambling sector.
  • Form part of a wider effort to tighten oversight as international scrutiny around financial crime and compliance continues to increase.

Treasury Minister Chris Thomas, who guided the legislation through the House of Keys on behalf of the Gambling Supervision Commission, described the bill as significant for the island’s e-gaming sector.

Thomas also thanked gambling industry stakeholders and regulators for contributing to the development of the legislation during consultation periods throughout 2024.

Civil penalties and tougher operator assessments introduced

One of the biggest changes is the introduction of a civil penalty regime. This will allow regulators to issue fines when there are breaches in consent, connivance or negligence.

The proposal was first outlined in March. It gives the Gambling Supervision Commission larger enforcement powers against individuals connected to gambling businesses.

The legislation also introduces a new “fitness and propriety” standard. Under the updated framework, operators applying for licences will face competency and financial assessments. There will also be the existing character-based suitability checks.

The Gambling Supervision Commission has opened two public consultations on the detailed guidance surrounding both measures. These consultations will remain open until 25 May 2026.

Reforms follow money laundering concerns

The legislative changes arrive as the Gambling Supervision Commission continues to assess financial crime risks linked to the sector.

The regulator recently stated that the Isle of Man’s money laundering risk currently is at a “medium high” level. The tougher compliance measures are expected to strengthen regulatory safeguards and improve confidence in the jurisdiction’s oversight standards.

Several amendments were also introduced during the bill’s progression. These occurred following discussions with industry representatives and members of Tynwald, including Ms Lord Brennan MHK, Mr Clueit MLC and Mrs August Phillips MLC.

Subject to Royal Assent, which is expected before Tynwald’s July sitting, the updated gambling provisions are anticipated to take effect during the summer.
