Federal Gambling Laws in Canada
Gambling laws in Canada were first written into the Criminal Code in 1892. The rules were pretty straightforward. Almost all forms of gambling, except for pari-mutuel betting on horse races, were made illegal. It remained this way, more or less, until 1969, when the Criminal Code was amended to allow lotteries and charitable gaming.
One of the most pivotal moments in Canadian gambling history occurred in 1985. This is when the federal government gave the provinces and territories control over gambling. From then on, the provinces were responsible for creating, regulating, and enforcing their own gambling laws.
