Evolution has agreed to pay £4.75m to the UK Gambling Commission (UKGC). This follows an 18-month investigation into the availability of its gaming content on unlicensed gambling websites accessible to British consumers.

The settlement concludes a review launched in December 2024. This was after the regulator identified Evolution games being supplied through two operators across six websites that did not hold a UK gambling licence.

According to Evolution, the operators had "actively evaded restrictions" that were already in place. The company stressed the investigation did not identify any wider pattern of its content being available to UK players through unlicensed operators.

Operators terminated as investigation progressed

Evolution said it fully cooperated with the regulator throughout the review and moved quickly once the issue came to light.

The company confirmed it immediately terminated its commercial relationships with the two operators involved. It has continued taking technical, legal and commercial measures designed to prevent unauthorised access to its products.

Following the launch of the UKGC investigation,  Evolution also introduced additional ring-fencing measures across European regulated markets to strengthen controls over where its games can be accessed.

Compliance measures affected financial performance

The supplier has previously acknowledged that tightening its compliance framework came at a commercial cost.

During its Q1 2025 results, Evolution reported that increased ring-fencing and its withdrawal from a number of black and grey markets contributed to a 5.4% decline in profit. This was despite revenue continuing to grow year-on-year.

Chief executive Martin Carlesund said at the time that the company had proactively expanded restrictions beyond the UK, particularly in regulated European jurisdictions where channelisation remains relatively low.

In its full-year 2025 results, Carlesund also argued Evolution now has some of the industry's strongest ring-fencing controls. He also warned that increasingly restrictive regulation has made parts of Europe less commercially attractive.

As a result, Evolution has increasingly focused its growth strategy on regulated markets in the Americas, where it believes the operating environment offers greater long-term stability.

UK black market remains a regulatory priority

The settlement comes as the Gambling Commission continues to intensify its efforts to reduce the availability of unlicensed gambling products to British consumers.

The regulator has repeatedly warned that both operators and suppliers are expected to ensure their products cannot be accessed through black market websites. This makes supplier compliance more and more important in the UK's wider enforcement strategy.

The conclusion of the Evolution investigation also shows the Commission's willingness to hold major B2B suppliers accountable where their products are found on unlicensed platforms. This is even where operators are actively attempting to bypass existing controls.
