NCPG Recommends Default Spending Limits in Pennsylvania

Key Takeaways

  • The NCPG recommended mandating default spending limits for sportsbooks
  • The proposal came after a state-commissioned report on problem gambling
  • The NCPG has lost two members over its acceptance of Kalshi

The National Council on Problem Gambling is backing an effort to increase gambling regulations, but believes it is missing one key component.

The responsible gambling group has called for the state to mandate default spending limits for new online betting accounts. While platforms currently allow players to add these limits on their own, the NCPG believes setting default limits upon signing up will encourage more people to use the feature. The hope is that it will help new bettors start strong and avoid overspending.

The group’s comments follow a report commissioned by the state, which highlighted key problems with gambling statistics.

Default Limits Could Save Bettors

The NCPG believes that default spending limits could play a significant role in the fight against problem gambling. While it stops short of setting hard-and-fast limits, making them the default when signing up for a sportsbook would encourage more people to use them. While players can turn off the feature or set sky-high limits, they would at least be reminded of the importance of setting a budget before playing.

Even high limits can make a big difference for struggling bettors. Forcing them to stop after stacking losses gives bettors a chance to realize how much they’ve lost and the potential impact it will have on their lives. Even if the limit only stops them for a few minutes, it can be enough to encourage players to cool off rather than continue chasing losses.

Spending Limits Gaining Momentum

The NCPG’s recommendation came just days before Colorado’s new deposit limits took effect. Bettors in the Centennial State will be limited to six deposits in a 24-hour window as part of the new Sports Betting Protection Act.

Massachusetts and Ohio have also proposed spending limits for their regulated markets as a way to fight the growing problem gambling crisis.

States across the country have been attempting to rein in the sports betting industry, but most efforts have failed. Concerns over the impact on tax revenue have outweighed concerns over public health, leading many of the more drastic proposals to be rejected. However, it seems spending limits may be a significant change states can actually make.

What Weight Does the NCPG Carry?

It’s been a rough few months for the NCPG, which was the largest and most popular resource for problem gambling. However, late last year the group engaged in an ugly lawsuit against the Council on Compulsive Gambling of New Jersey (CCGNJ) over the rights to the 1-800-GAMBLER hotline. It lost the battle, forcing the national group to give up the number in favor of 1-800-MYRESET.

Earlier this year, the NCPG decided to accept a membership application from prediction market leader Kalshi. This led to an uproar among state-level members, many of whom are involved in lawsuits against Kalshi and Polymarket. This led Michigan’s top gambling regulator to exit the group.

Earlier this month, the Nevada Council on Problem Gambling also decided to leave the group over Kalshi’s inclusion.

As a result, the NCPG no longer feels like the giant it once was. Time will tell if that plays a role as Pennsylvania lawmakers consider their recommendation.
