AGCO Fines Great Canadian Entertainment $120K for Breach

Ontario's gambling regulator has fined Great Canadian Entertainment $120,000 for using unauthorized bill validator software at four casino properties. The Alcohol and Gaming Commission of Ontario (AGCO) found the compliance breach during inspections conducted over six weeks in early 2025. Great Canadian, one of Canada's largest casino operators, had revoked or unapproved software running across multiple locations between February 20 and March 15.

The AGCO documented 40 separate instances of non-compliance. Great Canadian operates 12 casinos across Ontario, meaning roughly one-third of its portfolio was affected by the violation. The regulator stressed that such breaches undermine critical safeguards designed to protect gaming integrity and public trust in Ontario's regulated casino sector.

How Unauthorized Software Compromises Gaming Integrity

Bill validators are critical components embedded in electronic gaming machines that accept and process cash. They authenticate currency, process transactions, and generate records essential for anti-money laundering compliance. Gaming systems sit at the center of casino operations, controlling payments and wagers while enforcing security protocols.

The AGCO requires all gaming equipment and software to undergo rigorous independent testing before deployment in live casino environments. Once tested, these systems must be approved and certified to operate reliably and detect unlawful conduct.

Unapproved software operating in casinos bypasses these protections, creating vulnerabilities.

"When unauthorized software is used in a live casino environment, it bypasses critical safeguards that are meant to uphold the integrity of gaming and the public's confidence in the system," said Dr. Karin Schnarr, AGCO Chief Executive Officer and Registrar.

Operator Accountability and Great Canadian's Response

Casino operators bear direct responsibility for ensuring gaming system changes are properly reviewed, tested, and authorized before implementation. Ontario's gaming standards mandate comprehensive compliance protocols across every operational aspect. Deploying unapproved software in a live casino environment constitutes a serious compliance failure.

Great Canadian Entertainment's portfolio includes several major revenue-generating properties. In the fourth quarter ending March 31, 2026, Casino Woodbine generated just over $4 million for its host municipality, while Casino Pickering brought in just under $3.8 million. The company has responded to the penalty by adding operational and compliance safeguards. Appeal Process and AGCO's Ongoing Commitment

Casino operators that receive a monetary penalty order may appeal within 15 days to the Licence Appeal Tribunal, an independent adjudicative body within Tribunals Ontario. The AGCO reaffirmed its commitment to holding all casino operators accountable for upholding Ontario's high standards of gaming system integrity.
