Key Takeaways
- PAGCOR's board approved the player verification app on October 8 and set a December 2026 launch target.
- DCI will build, host, and maintain the app at no cost to PAGCOR under a five-year deal, pending a proof-of-concept review.
- The app expands the PAGCOR Guarantee website, while three state agencies join PAGCOR in its crackdown on illegal operators.
The Philippine Amusement and Gaming Corporation (PAGCOR) is targeting a December 2026 launch for a new mobile verification app. Once live, it will help players distinguish licensed online platforms from illegal operators. However, the rollout depends on a technology partner first passing a proof-of-concept review.
PAGCOR's board approved the project on October 8. The regulator announced the timeline in a statement on Monday, October 19. This update narrows the timeline for a plan first outlined in August. At that time, Chairman and CEO Alejandro H. Tengco had promised only a launch before year-end.
DCI to Build App at No Cost Under Conditional Five-Year Deal
The board approval includes a proposed partnership with the Development Bank of the Philippines Data Center Inc. (DCI). That arrangement remains subject to applicable laws and regulations.
PAGCOR said DCI will carry the full technical load. "DCI will handle the app's development, hosting, operation, maintenance, and technical support at no cost to PAGCOR."
The agreement would run for five years and could be renewed by mutual written agreement. However, the deal comes with conditions. DCI must first present a proof of concept for the app's minimum viable product. PAGCOR will then evaluate the proof of concept before approving full-scale implementation. The regulator can also end the arrangement if DCI fails to fix any identified deficiencies.
App Aims to Protect Players, but December Launch May Shift
Tengco framed the app as a consumer protection tool. "This platform will give players a reliable way to verify which online gaming platforms are licensed by PAGCOR. We want the public to make informed choices and avoid falling prey to illegal operators," Tengco said.
Still, the December target could slip. The Manila Times reported that the project must undergo a six-month technical assessment before full implementation.
PAGCOR has not set an exact public release date, nor has it detailed the app's final features.
App Builds on PAGCOR Guarantee as Illegal Gambling Crackdown Widens
The app expands on PAGCOR Guarantee, a verification website launched in June 2025. That site lets the public check whether an online gaming provider holds a valid license.
Alongside the app, PAGCOR is coordinating with three government agencies: the Department of Information and Communications Technology, the National Telecommunications Commission, and the Cybercrime Investigation and Coordinating Center. Together, they aim to strengthen enforcement against illegal online gambling operators.
The push follows broader efforts by regulators and the industry to shrink the black market. Eighteen licensed operators formed the PlaySafe Alliance to tackle illegal gambling. PAGCOR has also cut license fees to draw unlicensed operators into the regulated market.
