Last Friday, several sweepstakes casinos/sportsbooks received a cease-and-desist notice from the Arizona Department of Gaming. One of them, Thrillzz, has since complied and is leaving the state. 

Thrillzz is a sweeps sportsbook and has now added Arizona to its excluded states in its terms and conditions. 

In addition to Thrillzz, Fliff, Betty Sweeps, and Pulsz, also received a cease-and-desist. 

The other three outlets haven't reacted yet. 

Also, in June, Stake.us and High 5 Casino received a cease-and-desist from the Arizona Department of Gaming. 

Stake.us left the state on Aug. 12. 

Thrillzz is a 19+ sweepstakes site which now has the following states on its excluded states list:

No Sweepstakes Site Has Challenged the Order

So far, we have yet to see a sweepstakes operator challenge a state on a cease-and-desist order, including Arizona. 

However, earlier this month, Spins America released an article with a legal opinion that said 33 jurisdictions are safe for sweepstakes casinos

The reasoning in that legal opinion was that no payment is required to play at these sites, sweeps coins are obtainable via an alternative mode of entry, all players have equal odds, and Arizona defines gambling as wagering "something of value." There could be an argument that Sweeps Coins don't meet that requirement. 

That said, Sweeps Coins can be redeemed for cash prizes and/or gift cards at most platforms. 

Additional Sweepstakes Exits

While Thrillzz is leaving Arizona, another sweepstakes casino, SpinPals, is making an exit. 

Not in Arizona, though, but rather Delaware. 

SpinPals' excluded states list now includes Alabama, Connecticut, Idaho, Louisiana, Michigan, Montana, Nevada, New Jersey, New York, and Washington.

Delaware hasn't sent cease-and-desist notices, but it has come after sweepstakes platforms in the past. 

In February 2023, the Delaware Division of Gaming Enforcement ordered Virtual Gaming Worlds to stop operating in the state. VGW left in April 2025. 

Other sites like Zula Casino and RealPrize have also left the state. 

We'll see what happens next: Will Fliff, Betty Sweeps, and/or Pulsz leave Arizona?
