It didn’t take long for the fallout from Chicago’s new sports betting rules to begin.

Chicago-based Rush Street Interactive announced that BetRivers will be raising its minimum bet fee to $5 in Illinois. The operator had raised its minimum in the state to $1 just months ago in response to the state's tax hikes. With Chicago now demanding city-specific licensing and taxes, RSI felt a more drastic step was necessary.

BetRivers' minimum bet fee in other US markets remains at $0.10.

BetRivers Sees Bets Dwindling in Illinois

Illinois lawmakers angered online sportsbooks over the summer when they enacted a new per-wager tax for operators. It requires them to pay between $0.25 - $0.50 for every wager, depending on the total amount accepted. All of the state’s online platforms took action to offset the revenue loss, either setting a per-wager fee or raising minimum bet requirements.

The state has seen a steady drop in wagers, though bet minimums have kept the market’s handle rising. BetRivers has seen the most significant dip, dropping 32% since the per-wager tax went into effect on July 1. 

SBA Taking Chicago to Court

The Sports Betting Alliance has also put the rising costs in Illinois in its sights.

The lobby group has filed a lawsuit against the city, arguing its demand for city-specific licensing and taxes is illegal. Per Illinois law, only the Illinois Gaming Board (IGB) has the authority to regulate, license, and tax the state’s sports betting market. It does not grant any authority for cities to do so. 

It had also filed for a restraining order to prevent the changes from taking effect, but dropped it once the city issued licenses to all operators ahead of time. 

BetRivers and RSI are not currently members of the SBA. 

More Changes Likely to Come Soon

While BetRivers is the first operator to announce changes since Chicago’s new regulations went into effect, it won’t be the last.

Illinois currently has nine active online sportsbooks, thanks to ESPN Bet's shutdown in the fall. Each has chosen to add a new fee or minimum bet requirement to help recover revenue being lost to the new taxes.
