Virtual Gaming Worlds (VGW), the company behind top sweepstakes casino brands like Chumba Casino, Global Poker, and Luckyland Casino, has informed players that a change to its terms and conditions is launching, which will impact those in Louisiana. 

The new rules will limit what players in the state can do as of July 17. 

Starting on July 17, players in Louisiana will only be able to play with Gold Coins. This is the non-redeemable currency in sweepstake casino models. 

Thus, using Sweeps Coins, which can be redeemed for cash prizes or gift cards, will be prohibited. 

This comes after the Louisiana Gaming Control Board sent out over 40 cease-and-desist letters, including to those in the sweepstakes casino market. 

VGW Email Correspondence

The notice from VGW went out on July 11. 

“We are reaching out to let you know about an important upcoming change to our Terms and Conditions for Chumba Casino. From July 17, 2025, we will be phasing out Promotional Play (Sweeps Coins) in the state of Louisiana. While Promotional Play will no longer be available, you’ll still be able to enjoy all your favorite games in Standard Play using Gold Coins," it began. 

"...effective July 17, 2025, you will no longer be able to collect Sweeps Coins through any method.” As of August 15, 2025, people in Louisiana “will no longer be able to play our games using Sweeps Coins," the email also added. 

No specific reasons for the change were announced, but again, this comes shortly after the LGCB sent out dozens of cease-and-desist letters. 

Recent Louisiana Anti-Sweeps Legislation

Last month, the Louisiana legislature passed legislation that would effectively ban sweepstakes casinos. 

However, Governor Jeff Landry vetoed the bill

While that may sound like a "win" for sweepstakes casinos, it wasn't. In fact, Governor Landry essentially said the bill was unnecessary because they're already prohibited, and that the Louisiana Gaming Control Board can go after the.m

As mentioned, exactly 42 cease-and-desist letters were sent out targeting sweepstakes casinos. 

Similar VGW Policy In New York

In May, VGW did something similar in New York. 

Since June 2, players of VGW outlets have been unable to get new Sweeps Coins. 

Then, on July 2, the ability to play with the coins altogether was eliminated

Like in Louisiana, New York Attorney General Letitia James sent out cease-and-desist letters to multiple outlets, including VGW. 

There's also a bill awaiting the signature of Governor Kathy Hochul to ban them. 

Since VGW's changes, James hasn't pursued them. 

Also, VGW has said that it's "happy" to pay sales tax to continue operating in California. 

Perhaps VGW's changes will satisfy lawmakers in the state in which it operates and find a new business model moving forward.
