With AB 831, California's bill that'll ban sweepstakes casinos, looming and going into effect on Jan. 1, 2026, many sweepstakes casinos are making decisions as to their future in the state, whether that's leaving sooner rather than later, waiting until the last minute, or, like Modo Casino, reimagining their business model to remain in the state.

As for Betty Sweeps, SweepNext, and Stackr Casino, they're in between the first two in that list, announcing their departures. 

Betty Sweeps left California as of Nov. 7, and Stackr Casino and SweepNext have also left. 

To date, 14 sweepstakes casinos have left the state. 

New Excluded States List for Each Sweeps Casino

With Betty Sweeps, SweepNext, and Stackr Casino leaving California, their excluded states lists have grown. 

Here's each sweepstakes casino's current excluded states list: 

  • Betty Sweeps: Arizona, California, Connecticut, Delaware, Idaho, Kentucky, Louisiana, Maryland, Michigan, Montana, Nevada, New Jersey, New York, Washington, and West Virginia.
  • SweepNext: California, Connecticut, Idaho, Louisiana, Maryland, Michigan, Mississippi, Montana, Nevada, New Jersey, New York, and Washington.
  • Stackr Casino: Alabama, California, Connecticut, Delaware, Georgia, Idaho, Iowa, Louisiana, Michigan, Montana, Nevada, New York, New Jersey, Pennsylvania, West Virginia, and Washington.

Betty Sweeps left Arizona following a cease-and-desist letter that was also received by other platforms like Fliff, Thrillzz, and Pulsz. 

With these departures, here's the current list of sweepstakes casinos that have completely left California: High 5 Casino, Carnival Citi, Dara Casino, Ruby Sweeps, SweepsUSA, and TheBoss.Casino, Grand Vault Casino, CosmoSlots, LuckySlots, Vegas Gems, Peak Play, Betty Sweeps, SweepNext, and Stackr Casino.

More on Modo Casino

As mentioned, Modo Casino is changing its business model to hopefully remain in California. Ahead of the ban, it'll switch to a more social casino model, meaning sweepstakes play will be removed and only Gold Coins will be available. 

Currently, social casinos are fully legal in California. This comes after one of the more prominent sweepstakes casino platforms, Virtual Gaming Worlds (which operates Chumba Casino, LuckyLand Slots, and Global Poker), did something similar in New Jersey and New York. 

The new business model, which would only offer Gold Coins, could be viable as Gold Coins cannot be redeemed for cash prizes. However, players can still purchase Gold Coin packages to continue playing, in addition to receiving them through daily rewards and other bonuses. 

From here, expect many more sweepstakes casinos to depart the state. It'll also be intriguing to see which continue like Modo Casino, or perhaps even return to California with Modo's model.
