Assets Relocation
Melco Resorts plans to transfer all active gaming tables from the Grand Dragon Casino to its flagship City of Dreams property in Cotai. The electric gaming machines from Mocha Clubs will be distributed across Altira Macau, Studio City, and other venues.
The relocation plan will be conducted under DICJ oversight to minimize operational disruptions and ensure compliance with the new law. The reshuffle is part of Melco’s efforts to streamline its portfolio by concentrating high-value assets in major integrated resorts and boosting competitiveness in the bigger Cotai property.
Strict Regulatory Oversight
The DICJ will station officials at closing venues to oversee compliance with closure protocols, including settlements for chips, vouchers, and slot machine payouts. Melco guarantees customer protection, allowing Grand Dragon chip holders to redeem funds at Altira Macau’s Melco Club/Signature Club starting September 23. Meanwhile, Mocha TITO vouchers will be valid at similarly branded operation outlets like Mocha Inner Harbor.
Melco plans to retain 176 employees of Grand Dragon and 36 staff from Mocha Juong Fat. It is also collaborating with the Labor Affairs Bureau to ensure all affected workers are reassigned to other properties under the operator or compensated according to their commitments in the shutdown properties.
Market Consolidation
Macau continues to strengthen its gaming sector as satellite venues continue closing. According to the law, satellite casinos (venues not located in concessionaire-owned properties) must comply with ownership rules or shut down by the year’s end. Major operators like SJM Resorts and Galaxy Entertainment have also been affected. This marks the region’s shift towards integrated resort models, phasing out smaller operations favoring large-scale entertainment complexes.
